Founded in 1971, the Center for Urban Theological Studies (CUTS) is a non-profit academic ministry committed to educating, preparing and releasing ethnically diverse servant-leaders into the urban church community for the cause of Christ.

Known to be a man of sterling integrity, capable management, committed to higher education and a pastor's heart, Dr. Wilbert S. Richardson was appointed by the Board of Directors as the new president of CUTS in 2008. He founded Refuge Evangelical Baptist Church in 1984, which has grown to be a vibrant witness of 800 members in the East Oak Lane section of Philadelphia, PA.
